“Los Angeles Department of Water & Power (DWP) Environmental On-Call Awards Contract to Local L.A. Small/Minority Business Enterprise”

G C Tech, Inc., a Small, Minority Business Enterprise was awarded a master consulting service contract in association with MWH in a competitive bid to perform on-call technical consulting services for the DWP.  The power line replacement  project involves a 30-mile electrode wire replacement scheduled for 2012.

The firm is responsible leading tasks related to Transportation and Traffic component for the Draft Initial Study (DIS).  Furthermore the firm: 1) reviews documents from the City of L.A, and Caltrans to obtain Average Daily Traffic (ADT) counts on highways that bisect the alignment; 2) determines critical intersections that will need traffic counts, 3) performs traffic counts for peak-hour and 24 hour movements and 4) performs turn movement counts on selected days for current data on Level of Service (LOS) analysis.

Sensitivity is being given to both overhead (22 miles) and underground (8 miles) construction methods, truck routes and heavy equipment vehicles that will be recommended to minimize noise, dust, and safety impacts on residential neighborhoods and busy arterials throughout the corridor, to comply with the City’s  policy of “no work during the morning and afternoon peak periods”.

This contract further expands the firm’s extensive transportation planning and environmental management of power and water capital improvement projects with local utility companies, agencies and public regulatory agencies.

“Small Business Enterprise Awarded Five-Year Rail Transit Project Management Oversight (PMOP) Contract for Houston Metro’s Light Transit Design-Build”

G C Tech, Inc. (GCT), a Small Business Enterprise based in Los Angeles, CA. was   awarded a multi-year contract to perform technical advisory management support to the U.S. Department of Transportation’s Federal Transit Administration (FTA). GC Tech has executed a five-year contract with Shaw Infrastructure to perform compliance program management oversight.  Work orders involve new start reviews for passenger bus and rail projects such as the Metro Matters expansion of the existing LRT running south along Main Street, as part the transit agency’s planned 50-mile light rail transit system which is being designed to augment and eventually revise the extensive existing bus service operation throughout that city.

This contract further expands the firm’s existing technical planning, design, organizational management, and construction management roles with both the Washington, D.C. Headquarters Office and Regional Office of FTA as related to the agency’s evolving policy to assure that small, medium sized and minority owned firms participate on major, capital projects located in major urban centers.   As part of the effort, GC Tech is currently directly responsible for monitoring the areas of Project Engineering Design Reviews, Planning and Project Management Organization Capacity Analysis, Scoping and Environmental Impact Reviews and Public Outreach and Community Relations.  The firm also participated in other capacity reviews including Vehicle Capacity and other Systems Capacity studies.

Additional monitoring functions involved Spot Reports on the Capacity of the formerly proposed Bus Rapid Transit project that was previously planned to travel along new Northwest and Southwest corridors, and connect with the existing

“GC Tech Participates in City of Los Angeles Department of Public Works Student Internship Program”

G C Tech, Inc., a Small / Minority Business Enterprise continues to support and participate in the Los Angeles Student Internship Program and has hired engineer-career-seeking students to work on local planning, engineering and construction projects.

For the Los Angeles Exposition Corridor Light Rail Transit Design-Build project, the firm hires Los Angeles Unified School interns who are trained in field office task activities related to construction, quality inspections and community relations duties. These young enthusiasts participate in weekly meetings, utility coordination workshops, and the actual conduct site inspections with the professional inspectors. They also assist with clerical duties, purging design and construction drawings as needed; attend internal and external project status meetings to learn about the project and actually coordinate presentation materials and updating information for the Program Controls Division, responsible for all recordkeeping and coordination with all members of the construction team.
The firm has received numerous awards of excellence from the Board of Public Works Commissioners over the years and it will continue providing opportunitites for these achieving students from varying backgrounds in the City of Los Angeles.

“Los Angeles Department of Water & Power (DWP) Awards Contract to Local L.A. Small Business Enterprise”

G C Tech, Inc., a Small, Minority Business Enterprise was awarded a multi-year contract in association with Bookman-Edmonston in a competitive bid to perform technical consulting services for the DWP.

The firm is responsible leading tasks related to: 1) development of communications protocol for the Water Services Organization; 2) development of public outreach programs and 3) legislative liaison activities. The firm is responsible for communicating and coordinating with potential project partners within other City Departments and non-governmental organizations.  Its other role is to ensure the transfer of knowledge in grantsmanship by working with DWP personnel in all aspects of the outside funding acquisition process. All of these activities are geared to assisting the client identify and actually apply for potential financial sources in which DWP is eligible to apply for grant funding.  

This contract further expands the firm’s extensive technical management and water program/project design engineering analyses capabilities with local utility companies, agencies and public regulatory agencies.  Furthermore, it widens our management and technical consulting services geared to communication, training services to better enable utilities to generate revenue to underwrite capital facilities expansions, water systems consulting and financial management for multiple public agency coordination/participation.

“Los Angeles Small Business Enterprise Awarded Livable Communities Initiative (LCI) / LANI Contract”
Principals of G C Tech, Inc., a Small / Minority Business Enterprise were awarded a prime contract to perform technical “Grass Roots” advisory services for the Los Angeles Neighborhood Initiative (LANI), a non-profit, community based economic empowerment organization.

The firm is responsible in providing technical support for implementing the delivery of community development in the areas of coordination of the Federal Transit Administration’s (FTA) Livable Communities Initiative (LCI) and transit oriented development (TOD); linkage of planned real estate developments that foster neighborhood land use enhancements and ridership with existing and planned transit improvements. Other duties include funding support, and policy initiatives through its liaison with the United States Congress, local elected officials and governmental agencies. The affected neighborhoods include: Boyle Heights, Leimert Park, Pacoima, Sun Valley, North Hollywood and eight other communities.

“Westside’s Lacienega Blvd. / Exposition Corridor Transit Oriented Development (TOD) Gets Expert Consultant Team”

GC Tech, is one of the consultants chosen by the Southern California Association of Governments (SCAG) and the City of Los Angeles Planning Department to lead the TOD Feasibility Analysis for a large Los Angeles city-owned vacant parcel located at the southeast corner of Lacienega and Exposition Blvd. This site is the largest developable land parcel inside the right of way along the entire 9.5 mile corridor of the Exposition Light Rail Transit corridor which will connect downtown L.A. with Culver City.
 
The team is led by EIP, a distinguished land planning, TOD and environmental design firm and RNL, a national architecture firm that has completed several TOD’s locally. Having worked with EIP on similar projects, GC Tech is responsible for developing the Community Outreach and Public Participation Development Plan, which will engage meaningful discussions with numerous nearby neighborhood groups, block organizations, schools, merchants and other land owners and tenants.

GC Tech’s technical personnel will assure that economists, land designers, architects and planners provide ample information for the community decision makers to make determinations about the highest and best use for the large parcel and approve final designs.

The results of this effort will assist the City of Los Angeles’ Planning Department and Department of Transportation to address appropriate zoning and densities for the site considering that it lies above the newly installed Integrated Sewer Intercept System (ISIS) that intersects with nearby Ballona Creek.
 
This project will provide an incentive for a number of opportunities for the southwest community to develop several sites into Transit Oriented Developments (TODs) all along the corridor.

“5-Year Contract for General Architect & Engineering Consultant Team Awarded by WMATA”

GC Tech, a Small Business Enterprise with national experience in transit systems development is a part of the P2D Consultants joint venture, comprised of the Parsons Transportation Group, Parsons Brinckerhoff and Delon Hampton Associates to provide a variety of engineering and planning services for Metro Rail, MetroBus and MetroAccess systems providing transit services to the District of Columbia and surrounding Maryland and Virginia suburbs.

GC Tech’s task orders include technical Systems Engineering Analysis, Safety and Security Program Planning, CADD design, Transit Station Area Development Plans, Visual Preference Surveys, Quality Assurance and Updates on Manuals (Safety, Reliability, Maintainability) and Staff Training for Maintenance Facilities.

This contract will allow WMATA planners, financial analysts, engineering and construction management staff and the WMATA Board of Directors to allocate planned improvements based on phased enhancements to this twenty-nine year old rail transit system

“Liemert Village Master Planning Under Way”

GC Tech, is one of the consultants chosen by the Los Angeles Community Redevelopment Agency (CRA) to lead the Feasibility Analysis effort to enhance the existing “Liemert Village” which is adjacent to Crenshaw Blvd. and facilitates the cultural activity for the area nearby the Crenshaw Shopping Center. The design team is composed of David Denton, AIA, in association with RAW International and BASE Architecture.

Having worked in this community over the years, GC Tech is responsible for developing and implementing the Community Outreach and Public Participation Development Plan, which engages meaningful discussions with the Community Advisory Committee (CAC), the Los Angeles Neighborhood Initiative numerous nearby neighborhood groups, block organizations, schools, merchants and other land owners and tenants.

GC Tech’s personnel ensures that engineers, architects, and planners concepts receive direct and clear direction from the existing neighbors, and stakeholders and that the community decisions are made in phases as the project progresses.
 
The results of this effort will assist the City of Los Angeles CRA and local city council offices address appropriate zoning and densities for the established multi block area.
This analysis explores opportunities for the Crenshaw community to develop several options such as Transit Oriented Developments (TODs), medium density / mixed use development and phased implementation.

“Los Angeles Small Business Enterprise Awarded Traffic Management Contract for LANZIT Industrial Development Site”

GARDNER Consulting Planners, a Small / Minority Business Enterprise located in downtown Los Angeles, CA was awarded a prime contract to perform technical advisory services for traffic management analysis for the Los Angeles based Economic Resource Corporation (ERC), a non-profit, community based employment and real estate development agency located in the South Central section of that city. The proposed master planned development includes approximately 175,000 sq. ft., composed of six buildings (three industrial, one day care and food court), on a ten-acre site.
GC Tech performed compliance program management oversight for transportation demand management (TDM). Work tasks also include document reviews, transportation impact and traffic projections (trip generation rates) analyses, assessment of parking space requirements that are compliant with City of Los Angeles building code, recommended mitigation measures and development density bonuses.
This contract further expands the firm’s existing technical management engagement with community based organizations and public regulatory agencies, such as the Los .Angles Community Redevelopment Agency, its Environmental Review Division and the Los Angeles County Fire Department.

“West Coast Small Business Enterprise Awarded 5-Year Transit Project Management Oversight (PMO) Contract for the $1 Billion Dollar Houston Bus Rapid Transit (BRT) Endeavor”

GC Tech, a Los Angeles-based Small/Minority Business Enterprise has been awarded a multi-year contract to perform technical advisory management support to the U.S. Department of Transportation’s Federal Transit Administration (FTA). The firm has executed a 5-year contract with its prime contractor, Shaw Infrastructure of Cherry Hill, N.J. to perform compliance program management oversight. Furthermore, GC Tech serves as Planning Task Leader for the proposed Houston Metro BRT.
Work orders involve reviews of new starts and modernizations for passenger bus/rail projects such as the BRT in Houston, Texas as part the Metro Regional Transit Agency’s planned combined bus and light rail transit system which is being designed to augment the extensive existing bus and rail service operation throughout the downtown and surrounding region. Also it evaluates the situation for Metro’s planned 5-corridors of BRT’s and for developing Spot Reports that identify project management elements ranging from contract packaging an sequencing to risk management to staffing and training, to right-of-way.

This contract further expands the firm’s existing technical management role with both the FTA headquarters office and the Ft. Worth Regional Office as it presents finding to the FTA to make determinations on the grantee’s request to enter into Preliminary Engineering and Final Design; and it supports FTA efforts to negotiate a recovery plan with Metro on this project that has experienced difficulties. As part of the effort, GC Tech is directly responsible preparing Spot Reports that identifies project management issues that involve multiple projects and assesses cost estimates and implementation schedules allowing FTA to make determinations on the acceptability of Metro’s application for a Full Funding Grant Agreement (FFGA). The firm is also charged with providing technical interfacing and direct liaison with the prime and FTA to support presentations for Quarterly Reviews as relates to how these projects are slated for funding purposes such as Section 5309, New Starts.

“$650 Million Metro Rail Exposition Light Rail Transit (LRT) Corridor Design-Build Contract”

GC Tech, a local Los Angeles-based, Small Business Enterprise has been awarded a contract with the joint venture of Fluor/Flatiron/Parsons to develop the entire LRT system connecting downtown Los Angeles, along Exposition Blvd. near USC and traversing 9.5 miles west to Culver City, serving 11 new rail stations.

GC Tech’s technical engineering personnel and project management experts support the prime and the Exposition Corridor Construction Authority with multiple functions including: Community Outreach/Public Participation, Design Management Assistance, Design Engineering, CADD Services, Document Control, Economic Development/Jobs Network. This multi-year contract has a series of contract work orders (CWOs) involving design development management and construction management and engaging the surrounding neighborhoods in the review of the overall effort.
